R. Michael Scarano, Jr., Of Counsel

R. Michael Scarano, Jr. is a partner in the San Diego office of Foley & Lardner. Foley and Lardner has approximately 1000 attorneys practicing in 16 offices throughout the country, and has one of the largest health law practices in the United States. A member of the firm's Health Law Department, Mike has served as co-chair of the Corporate Compliance Practice Group. He represents both private and public sector health care clients, including hospitals, skilled nursing facilities, physician organizations, medical transportation providers, public emergency
medical service agencies (EMS) and professional trade associations. He is a graduate of the University of California, Berkeley (J.D., Boalt Hall School of Law, 1984; B.A., with academic distinction, 1978).

Kimberly Hays, Of Counsel

Kimberly Hays, a principal with Trilogy Healthcare Group, has more than 15 years of experience in the healthcare industry. She has worked in the areas of Medicare and Medicaid reimbursement as a consultant, reimbursement manager with a large hospital, corporate reimbursement specialist for a large Healthcare corporation and corporate director of analysis for a large psychiatric and physical rehabilitation management company. She began her healthcare career as an auditor with a major Medicare intermediary. Her experience includes cost report preparation and review, reopenings and appeals, reimbursement analysis and general Medicare consulting. In addition, she has experience preparing pro forma analysis for psychiatric facilities, rehabilitation distinct part units and outpatient psychiatric programs, long-term acute care hospitals and other hospital service lines. Kim holds a bachelor of science degree in accounting from East Central State University. She is a member of the Healthcare Financial Management Association.
